OTTAWA, April 30, 2008 - Canada’s Environment Minister, John Baird, announced today that the Southern Head Marine Terminal and Associated Works project is not likely to cause significant adverse environmental effects. The Minister has referred the project back to the responsible authorities, Transport Canada and Fisheries and Oceans Canada, for appropriate action.

The Minister based his environmental assessment decision on the comprehensive study report submitted by the responsible authorities; the results of a final public comment period conducted by the Agency and the responsible authorities’ responses to those comments; and the implementation of mitigation measures and a follow-up program.

The Newfoundland and Labrador Refining Corporation is proposing to construct, operate and eventually decommission a marine terminal and associated works related to a crude oil refinery. The marine terminal will be designed to handle vessels larger than 25,000 dead weight tonnes and to receive crude oil and export refined products. The proponent proposes to locate the development at Southern Head, between North Harbour and Come-by-Chance Harbour, at the head of Placentia Bay.

A copy of the Minister’s environmental assessment decision statement is available on the Canadian Environmental Assessment Registry, reference number 07-03-24726.

The Canadian Environmental Assessment Agency administers the federal environmental assessment process, which identifies the environmental effects of proposed projects and measures to address those effects, in support of sustainable development.
