Haven't you seen administrators who are totally incompetent but speak as if they are the world's gift to education? They use all the newest educational jargon and often make little sense but because of their delivery and power they are obeyed? I think he is a jargoneer (my own word for them). They expect not to be called on any of their proclamations and when they are they get vicious.
