jetfan, I hope I ddin't give the impression that KRY needs an "Initiation Act" after it gets the "Environmental Permit".  I simply don't know; all that I do know is that prior to GRZ getting their Environmental Permit, there was no suggestion or indication from anyone either from the GRZ side, or the Venezuelan's that GRZ required an "Initiation Act" before they could state building what was already approved in the permit.

That requirement just seemed to appear out of nowhere for GRZ.  I haven't seen any comment from anyone from KRY as to whether they also need an "Initiation Act" subsequent to the permit, but quite frankly I really can't see why the process would be different, or for that matter whether other administrative "roadblocks" could be erected by the government at their whim.
