Absolutely mixed messages, which

does suggest differing authorities at work.

I wonder though about the advantage to

the government waiting if in fact

it does speak with one voice here and

agree with the denial.

Why not simply deny the permit

entirely and clearly? An internal political

dispute might take some time to reconcile?
