I'm not sure issuing legal threats

and being aggressive is the best

strategy for anyone. If this issue

is one of intra political or agency

disputes, I cannot see the advantage

to alienating those in the government

who might actually want to promote

KRY. KRY has shown considerable

good will to Venezuela. Should it

risk undermining that when it

might be most useful? If KRY

knows the specific obstacle, might it

not best to work within to overcome it

rather than present demands?
