Also, while I respect people's opinions regarding making Rusoro happy so Hugo can buy arms, imo that is ridiculous. You don't have to make anybody happy, you just have to have the money. He's isn't asking for 5th generation fighter aircraft. He wants relatively mundane stuff that almost any Head of State should be able to get.
