I think you're right, jimmijazz. They do not have the technical knowledge to develop this resource, and they also need a way to block the illegal miners, who are doing great damage to the environment. I can foresee this resource play being nationalized, but only after a few years of full operation, at a minimum. In essence, once the locals are trained, only then can he consider a takeout. He has only ever nationalized mature industries.
