Further to that cautionary statement, let's not forget that Venezuela utilizes Napoleonic legal principles. You can say virtually anything you want to down there. Only what you do, whether by act or by contract, counts in courts of law.

It's hard for folk like us, from jurisdictions that assign value to public statements, to turn that filter off. I place virtually zero value on anything anybody says in Venezuela. I watch only for what they do.....which is SFA of late.
