If it is true then it would seem like there is cooperation between RML and KRY.

The the best of my knowledge KRY is still looking after the costs associated with the sewer plant and clinic as well as security to keep people from stealing everything. Maybe the reason KRY was in no hurry to finish the projects was they knew they would have to look after them.
