Part of the problem is that the workers and the general population seem to think that Hugo is working for them "the people" with his takeovers and nationalizations, and then when they lose their jobs and conditions deteriorate it is always the middle managers, the union bosses and the remnants of management who are blamed, never Hugo...

It's a smart ploy by Hugo; he remains above it all thundering on about "capitalists" but in fact he provides no support to any level of management who are thrown into running an enterprise about which they know little, have no funds and no direction from above. Some simply carry on doing nothing until they are thrown out; others turn to graft and corruption to get the most they can for their personal coffers before the ultimate collapse.
