Initial Arb pr from both KRY and GRZ

What is wrong with this picture? I know that this was the preliminary pr from both companies. Was GRZ expecting a lot more to begin with and KRY saw what they actually filed for in Sept 2010 and lowered their claim? Not sure.

The initial pr from both companies:

GRZ 2009 pr - which is estimated to be approximately US$ 5 billion.

KRY 2011 pr - alternatively full compensation for the value of its investment in an amount in excess of US$3.8 billion.

In Sept GRZ filed their memorial which was their actual claim for arbitration and (a bit) lower than what they actually pr'd when they first filed $5B.

GOLD RESERVE INC. SUBMITS $1.928 BILLION ARBITRATION CLAIM TO WORLD BANK'S ICSID

Big difference from their original $5B claim in their initial pr. Will KRY do the same in their memorial if it comes to that???????????????????
