It could be that the CTFC will change the rules re silver but that JPMorgan and pals will somehow either be bailed out or allowed to scale down without too much damage to their wallets.

Keeping the price down now as much as possible may mean that the time for rule change is near and that the lower the price can be kept now the less of a financial hit these guys will have to take when they're required to alter their positions.
