It is an old paper, full of charts and projections of what will happen under different circumstances. It discusses "switchable" stations where batteries would be switched out for Electric vehicles and it discusses the development of the necessary infrastructure to accomplish this. It discusses the benefits to the US regarding trade deficit, air polution, dependence on foreign oil, cost benefits to the consumer and a multitude of other topics. It is quite lengthy, but very interesting as well.
