I would think it would have more to do with elevators. As you know when the power fails or when a building fire alarm goes off, elevators are not to be used. IF the elevator had a battery then it could continue to work and get people out of a building quicker. The problem is that extensive testing and even regulation changes must occur. Probably what the hold up is...... Just my guess.
