April 9 (Reuters) - Golden Queen Mining Co Ltd (GQM.TO) said the Kern County Planning Commission approved its gold-silver mining project in southern California, sending its shares soaring to their highest levels in more than a decade.

The company is proposing to develop an open pit, heap-leach operation at the Soledad Mountain project located just outside the town of Mojave in Kern County, according to its website.

The commission approved the project on April 8 following a review and comment period for the Supplemental Environmental Impact Report (SEIR), the company said.

The project remains subject to Golden Queen addressing various outstanding items that the company is reviewing associated with the Conditional Use Permit, it added.

Shares of the Vancouver-based company were up 28 Canadian cents at C$1.23 in midday trade Friday on the Toronto Stock Exchange. They touched a high of C$1.35 earlier in the session.
