Major buy in question

While I understand that in order to vote your shares, you had to be a shareholder of record on September 22, 2008.

My question to the forum is this:

If Noront was to announce a major buy in of say 15% (roughly 19.5MM shares) would this assist in the dilution of support for Rosseau?

Rosseau has stated that they have 30% support (generally 25% can carry) which would equate to 39MM shares. If a major was to buy in as per the above, would this dilute Rosseau's support to 26%?
