This seems along the same lines as to questions I have heard concerning why certain drilling companies & testing labs were used over others. Why drilling costs were 2 or 3x the normal rate in some cases. If so, you are right those bad dogs are slowly being guided to the door. Too bad (maybe not) it took a FN blockade to bring it to a head.
