I hate to be a Grinch but my gut feeling is this all window dressing by Cliffs. They want to sweeten the Chinese for future favours and I believe McGuinty has already made the deal with the Chinese to ship ore to them, so securing his post political future. Cliffs are just making it look like they are going through the normal procedures. Hope I am wrong. If it turns out to be true I hope the unions screw him to the wall. JMO.
