I am not 100% sure of this fact... that being over the past couple of years there have been intances or times when OH in order to get rid of excess hydro in fact paid both Quebec and New York State millions of $$ to take the excess hydro.

I have heard the above on more than one occassion but to be honest have no verification of the truth to the matter. Imput appreciated!!
