What else made it rise to the fifties, if not anticipation?
The last rise to 50s happened around March 27 and it was not anticipation but the news of agreement between natives and Ontario government.
IMHO:
As for the coming budget I do not think there is much effect due to anticipation. What we have is just lack of downward slide of sp due to anticipation of this budget. And the budget is not priced in yet.
