Granted communities along N/S road could have been misled by cliffs that it would be a public road but not telling the truth about the quantity and frequency of heavy trucks moving along it. Also the full problems caused by heavy traffic of chromite trucks.

Knowing that info I can not imagine these people agreeing to a road. Similarly politicians agreeing to this road vs E/W which would not have chromite traffic.
