The 2014 Budget says:

"Supporting Development in Northern Ontario’s Ring of Fire*

The Province is prepared to commit up to $1 billion towards infrastructure development in the Ring of Fire, contingent on a matching investment by the federal government. This would ensure that the necessary infrastructure investments, estimated to be more than $2 billion, would be able to proceed.

The 1 May 2014 was re-introduced by the Minister of Finance on 14 July 2014. Is there any other "official document/announcement" of the same stature that would supercede this?

Note: The governement has been talking tough about the $1B fund earmarked for the RoF (over 10years), with or without the Federal Government's contribution, especially before the election. However, after winning the tone seemed to be changing toward "contingent on Feds matching investment". The reason: The total cost is $2B, as indicated in the budget.

So, what is the current government position?

Despite all the tough talk and flip-flopping, it is highly probable that the Ontario government would wait for a commitment of matching fund from the Fed before preceeding with its $1B promise.
