Small correction because you have Sudbury and Timmins interchanged per:
"Some products processed in Timmins (chromite) and Sudbury (Nickel) to start"

Xstrata (Formerly Falconbridge) Kidd Creek Metallurgical smelter in Timmins could be re-opened after closing in 2010, and it is for copper, zinc and Nickel.

All infrastructures are in place except Noront's ore. Some adaption/addition may be necessary for the precious metals portion. I am not cognizant of mining processes.
