Once the water plant in North Spirit Lake has a certified operator, the boil water advisory can be lifted.

this is the critical line here... they have the resources but noone to run it.. and why is it our problem??? so provide the education for a water operator and problems may be solved and/or certainly reduced... its not about throwing money which goes nowhere..
