I am of the opinion that they are NOT on board. They want too much and all the rest, us, governments and companies are not prepared to give them all that they ask for. I doubt that they would get all they want even if they did allow, even if conditionally, a definitive statement of the road and initial mines built.

They have to realize that one can not squeeze cash out of a rock that is still in the ground. Mines have to produce to provide taxes and royalties before they can get any sizable benefits above what a road and mining jobs provide. They have it backwards, wanting benefits before they approve.
