This may be true assuming the costs do not exceed the benefits and that there are jobs for all of them. However this arguement can also be made for the non-aboriginal population which is also under trained and under utilized. The problem Canada has in general is not a deficiency of workers, educated or not, but too few jobs (aka high unemployment), that problem has to be addressed first.
