I'll take a shot.

Is this a real acquisition attempt --- 10

Will NOT be bought out at or above $0.80 --- 10

Will a third party (Glencore, Vale, etc) enter the bidding --- 7

Personally a lot of little things (BOD exercising options when they didn't have to and Wyloo not making a firm offer prior to the convertible loan due date e.g. today) probably has to do with behind the scenes legal posturing.   Add in that all the parties would want some leadership certainty at the federal and Marten Falls political level so they could negotiate deals in advance of purchase.   All of this may be contributing to what I see as a very drawn out process.
