I think this whole cluster F is that they thought they had the holy grail for that time and place but they didn't and maybe don't.

Whether that's the case or not, wasn't this shelf financing a pre-approved, there-if-you-need-it, source of non-dilutive cash they could avail themselves of in times exactly like these?

My question stands: what was its purpose?
