This may actually be a good time to get community approval with minimal outside interference - all the NGOs attention is being diverted towards the Rio Blanco project.

Also companies can be added to the original list of 20 companies by decree:

"In addition, the Executives plan, approved by Peru's Prime Minister and the Minister of Mining and Energy, permits other mining companies to be included by decree."
