How's this for incentives to get the accord signed (that some of you guys are talking about) and exploration and possible mine setup soon after also. This sure sounds like $$$ in the pocket of the locals and better hospitals/schools etc.

The options idea is ok but never fly as they barely have enough money to eat at times never mind buying options and so on. I even thought of Guy/PLE giving them (kinda bribing) 4 wheel atv's and stuff like that but that's somewhat crazy too as when ever there is something needing of them even a simple thing they will all expect to get big rewards before anything is even done, and not trying to help the project progress along for their own well being.

File, oct. 13 (ANDINA).- more than one million people in peru, that inhabit in districts where mine exists, will be benefited with the direct delivery of resources of the mining canon, reported the minister of Economy, Luis Carranza.
"These people will be seen benefited of different way because the mining wealth varies between a district and another, but given that many of these people live extremely poverty, this measure is going to signify a dramatic change in its quality of life", indicated.
The president of the Republic, Alan Garcia, affirmed Thursday that the sent government bill al Congress of the Republic to distribute directly to the 35 percent of the resources of the canon to the population of the districts where they write down the mines, will permit to assign each family 5,000 or 7,000 new annual suns.
The minister Carranza justified this measure arguing that the people that lives in these mining districts does not feel the benefit of the mining industry, because the mayors do not finish with success the construction work of schools and highways, or because they dedicate the resources of the canon to the construction of city halls and plazas, that do not improve their quality of life.
"It is because of it that the 35 percent of what will go al district where is carried out the mine will be delivered directly to the resident people in these places based on criteria of family", said.
It explained that, in this manner, once a year they will receive a check (and not of monthly form), with which possibly they will be able to carry out some improvements in their houses or to acquire some well durable one.
It clarified that does not be a matter of a program of social assistance, therefore what is causing is that these people sit down that are shareholders of the mining investment, therefore they will receive a percentage of the utilities of the mining companies.
"We need that the people that suffers the consequences of the mining investment sits down direct beneficiary of this investment", noted.
Carranza indicated that exists a just little situation and little fair with the mining canon, therefore three percent of the districts are carried the 50 percent of this canon, and the decision to modify this generated in its moment social and political conflict.
Likewise, it mentioned that still we have important segments of the population that does not have an improvement in its economic situation, for which a supposed drop in the surveys in the approval of the Executive obeys to an expectation type problem more than to an evaluation of the management.
Nevertheless, it recalled that the government has been proposed a very aggressive goal to reduce the poverty in peru, from 45 to 30 percent toward the 2011.
"There is a strategy of focalización of the social expense and him is being given a lot of impulse al programs to Grow and the result of those efforts they are going to see in the medium time limit", asserted.
