Hello Calvin. I don't know if I would go so far as to say that the accord is in the bag. PLE has worked hard at establishing and maintaining good relations with the artizans and communities since day one. We will know if that hard work has paid off with a vote in april. Personally I have my fingers crossed that it will. By the way I have everything crossed that is crossable even my eyes.
