Here's what I don't understand:
In every democracy, the voting system only counts those votes that are submitted by the participating voters. In other words, when you don't show, you excercise your right to wave your vote and thus the remaining population who chooses to vote will have their voice heard. This is what happens when choosing a president, prime minister, etc (hence the steady campaigns to try and get people out to vote).
How do we know that these peruvians that did not show simply don't care and are excerising their rights NOT to vote??? In that case, how do we know they will ever show up? I know everyone is finding an easy punching bag with all the Guy bashing and Plexmar beating, but I think the problem is out of the control of any one company or man and it lies in the hands of the quasi-backwards peruvian government. If they don't care to show, then why should their vote matter? And if the government is so concerned about having everyone vote, then they must realize that some people will simply not have the means of making it to the meeting via car, bus, bike, whatever, and they should therefore have a door-to-door vote and then they'll get their guaranteed number of people!
Sorry for the rant, just throwing out some other concerns.
