So as I see it there are 950 informal miners working Bolsa. I wonder if these guys are taking or even offering to take some of their profit and spend it on improving the local communities infrastucture or even offering the locals jobs and the going miners pay rate in Peru? I doubt it.

You know what will happen to these informal miners if there is an accord? They are done. Sneaky move on their part to show up at the meeting to which I doubt they were invited and pack the hall. I wager a lot of locals who could have voted took one look at what was going on and booked it out of there. Would you go to a meeting where there is a possibility of getting your head busted and as a registered voter you couldn't even sit down? I'ld have to think twice about going in there. I wonder how much security was on hand?

If I was in Guys boots I too would have been trying to get the signed support of as many of the eligible voters as I could get before they took off. I expect the local comunity leaders ddn't force the issue (boot out the informals) and I don't blame them. Even so my guess is that 70% of thethose that voted (both eligible and non eligible informals) voted in favor of the accord and of that 95% of the eligible voters voted yes.

So all in all it looks good for an accord. The trick is to get the registered voters to sign the accord without the interferance of the informal miners.
