Not sure, but it appears the local representatives from the communities traveled last night to Piura to resume dialog on mining but didn't communicate their intentions to the regional government - so the doors to the meeting room and auditorium were locked. The regional president (César Trelles Lara) will talk to them as long it is requested formally.

Good to see they want to talk. Not sure what the references to "fears about NGOs integrating" (temores sobre la ONG Integrando) is referring to.
