This guy (?) must have been a buyer at $1.20 and a seller at 0.04 based on his constant panning of PLE.

At least Ecuador finally got it's act together, it only took 1 year longer than they first promised (they shut down things back in April 2008 and said they'd resolve things within 6 months). Just imagine the suffering they caused the locals when their well paying jobs disappeared for 18 months.
