Your findings may well be good as to the timing (in an average case) of approval by the Lima exchange.

And, "translation" seems to be a ministerial task which should be accomplished within a day or so.

Further, it seems Guy would not want the Lima exchange listing to be approved until the accord has actually been reached.

So, it seems maybe the hold-up is that "last signature" to the accord ???
