G R. signs agreement with UNDP
Violence Observatory installed
The Regional Government of Piura, represented by its president Javier Lerggios Atkins, signed an agreement with the United Nations Development Programme (UNDP), which gives priority to build capacity to address climate change and citizen security.
The agreement, which runs through 2014, provides an initial investment of $ 3.2 million, of which UNDP will provide nearly a million dollars, the rest will come from Regional Government, said Rebeca Arias, Resident Coordinator United Nations and UNDP Resident Representative in Peru.
Within this agreement will work pilot projects in agriculture, fishery, tourism and forestry. In addition, UNDP seeks to develop institutional capacity to achieve results in strategic management of development, regional planning and investment under conditions of climate change, public safety and production.
Rebeca Arias said that another point to consider is the democratic governance within this will be the strengthening of citizen security in Piura, for which support in the establishment of an information system Georeferred on crime, drugs, violence, allowing regional authorities to design better targeted policies and measures to combat violence in our region.
Ie it is a computerized system which collects information on the violence that occurs in the region, so you can identify the populations most affected. They built a sort of observatory of violence to collect information on crimes, drugs, for where there is more incidence of crime, drug use, in what areas there is more crime to the appropriate authorities to act quickly.
This system will be installed early next year, as it is a process that takes time. "The important thing is that this information is consolidated, validated to be credible and can be used by all institutions and to design better policies and targets for combating crime," said Arias.
Add that UNDP has several experiences with this type of systems in several countries where the system has become very useful tool for authorities such as regional presidents, mayors, "because the information you have is more accurate and can determine where the crime is taking over, what kind of crimes, what kind of weapons they use to age, those most affected. It's a very strong and requires institutional collaboration, "he said.
The regional president, Javier Atkins, said the agreement consists of several programs, and the Regional Government's contribution is a function to give each project, initially planned for three projects that there will be a contribution of around $ 700 000 the long term.
"The public security work is new, has come out today (yesterday), because the projects did not include security. We have been having a meeting with the institute that is supporting us and Nations, so as to integrate the efforts to combat insecurity, "he said.
