I might add my opinion that the PQ want shale gas development too only they don't want the Charest government to do it and get credit for significant new revenues and positive economic development. They would rather it be "delayed" long enough for them to get back into government (they hope) so that they can develop it.

Speculation on politics but it makes sense to me as the PQ's should actually want it more than anyone. Fiscal health for the province of Quebec, in their mind, furthers their hope for independence some day.

Conclusion - regardless of which party is in power, shale gas will be developed in Quebec imho.
