Agreed LM. Remember that shorting means the trader has borrowed stock sold it. So, $1.2M of SGR stock has already been SOLD into the market. If the short volume is not rising, then shorts are not in control as there is no "extra" selling volume on top normal selling. Also, note that the $1.2M has to be "covered" at some point - so this short interest - if it's not rising - acts like a rubber band when the price moves up. The shorts covering will add to the buy side pushing the price up faster.
