Juan Vegarra - insider buying with his pocket change

Check out Vegarra... the guy's buying tiny little lots, as if it's coming out of each paycheck. The guy has a fat load of options, $240k worth just in December, but yet he's also buying $4000 worth of shares a week before on the open market?

This looks quite tantalizing to me.
