inherent support level

Is this natural support level for this stock? We've stabilized and haven't gone any lower than 10. If this is the inherent support level, then by all means this is the perfect time to buy, buy more for value or make your entry point. Sir John Templeton made his millions by buying at the most pessimestic level ie. buy low. Ifnot now? when?
