that was the downfall of the Soviet union. Guns or butter? remember that in the Reagan/Gorbachov years? The arms race put the Soviets into bankruptcy which was what really crushed that empire. I don't think China puts nearly that much money into its military, instead it's building its country with infrastructure projects. This is where China ACM can profit even in a "communist" country
