That 30 cent bid is the highest bid right now. If somebody accidentally enters a "sell at market" order, then that 30 cent bidder would get a fill, since he is the current highest bidder.

BTW there were some $18.00 and $20.00 ask's for a while, lurking just behind some $1.60 to $2.00 ask's, but they've been pulled.

What it boils down to, is... You have to be really careful with order entry when a stock is very thinly traded, or you might get a nasty surprise. Or a pleasant surprise, depending on which side of the trade you are on.
