I don't think any of it is for water/sewer lines. Look at the following article from Bloomberg about the stimulus package and one of th ebanks. It states specifically in the aritcle:

"Lending by Chinese banks soared this year as the government directed them to help finance construction of roads, railways and bridges,..."

By that account... my take on it is that all of that money is geared towards the type of projects that China ACM is involved with.
