alliances with train manufactureres

just a thought...

If china acm is building so many railway projects in China, woulnd't it make business sense to form some sort of business alliance with manufacturers of trains and railcars ie Bombardier? They could be part of a package deal and get even more business not in China but internationally too perhaps? As I said, just a thought.
