As a supplier of electrical products for 40 years, to contractors in particular, I could write you a book as to why sub contractors are not paid on time, retentions held while punch list items are being worked on or not, preliminary lean notices acted upon or not, state by state, and mechanics leans acted upon or not state by state.

The owner/lender of a project is at the top of the food chain when it comes to money flow, so if down stream a sub does not perform to the contract specs, all milestones included, payments are withheld until contract compliance is met.

I'm not saying The Donald is a sweetheart, I'm saying the media looks for anything to bad mouth, get ratings, and they have no clue what so ever what the construction process is about.
