No, they have been filing them on a regular basis for years. Like many of their required SEC documents many of them seem to happen much later than they should have. Looking back at their SEC records show then have reported their SC 13G's in February for the past 3 years and in July of 2007. I don't think this has anything to do with any restructuring or delisting, just happens to be when they publish these reports.

The Schedule 13D is very similar to the 13G but just shows individual shareholders who hold more than 5% of the company, whereas the 13G appears to show "investment firms" that own 5% or more of the company. The only person listed on all the 13D's is Mr. Scott Dockter himself. He is now down to only owning 6% (7.8 million shares) of outstanding shares as of 4/1/2009 compared to 23.6% (21 million shares) on 2/9/2007.
