It asks and answers the question at the same time. Gasoline is a by product of oil but there are other factors at play ie transportation to markets.... the interesting thing about that article is that they talk about West Texas crude but at the same time say its the oil from imports driving (no pun intended) the actual gasoline costs becasuse of the absence of trasportation methods for Texas oil.
