Half a cent, and Briscoe stays silent?

How is it that Briscoe can say nothing at this point? I still don't know what happened here, this company had some promising properties and indicated they would drill, drill, drill. Then they seemed to give up awfully easily, and go into silent mode. And at the end of the day (which this appears to be), I don't know if this was a scam or incompetence.
