I suspect what they are doing is drilling in as many localities as they can pay for. The goal being to find a saleable resource. If they do the drilling to T-M along with finding out if the T-M deposit is economic then they can stop and look for a partner. I do not see any possibility that they can develop these properties on their own.

Unless they find enough resources in one of the other properties, then sell out for enough cash to develop the T-M property. A 100TPD operation processing the Mg ore would not cost that much, but would generate so much free cash-flow as to enable them to grow internally into a very large operation.

So maybe they are looking to develop other resources to use to fund operations at T-M.
